Training of Trainers
Foundations of Democracy ( Dasar-Dasar Demokrasi )

This workshop is administered by the Center for Civic Education and funded by the U.S. Department of State, Bureau of Democracy, Human Rights, and Labor.

II. Description
Foundations of Democracy ( Dasar -Dasar Demokrasi ) is an innovative civic education learning strategy for use with primary school students on concepts fundamental to an understanding of a student and his or the families relationships with government. The multidisciplinary curriculum draws upon such fields as political philosophy, political science, law, history, literature, and environmental studies. In a collaboration between Indonesian and American educators, CCEI has developed these materials for three different primary levels: preschool, lower primary, and upper primary.
The Authority curriculum helps students (1) distinguish between authority and power, (2) examine different sources of authority, (3) use reasonable criteria for selecting people for positions of authority and for evaluating rules and laws, (4) analyze benefits and costs of authority, and (5) evaluate, take, and defend positions on the proper scope and limits of authority.
The Responsibility curriculum helps students (1) understand the importance of responsibility in a free society, (2) analyze the benefits and costs of responsibility, (3) evaluate, take, and defend positions on how conflicts among competing responsibilities should be resolved, and (4) evaluate, take, and defend positions on personal responsibility
The Justice curriculum helps students (1) understand and apply the basic principles of justice set forth in fundamental documents of the American political and legal systems, (2) evaluate, take, and defend positions on the fair distribution of the benefits and burdens of society, on fair responses to remedy wrongs and injuries, and on fair procedures for gathering information and making decisions.
In this training CCEI is using three curriculums, Authority, Responsibility, and Justice which are suitable for Indonesian values and beliefs. Participants learn how to train primary grade teachers, design training agenda and how to use multi-level books of Dasar-Dasar Demokrasi . There are nine books which CCEI has adapted created with Indonesian educators that are sensitive to Indonesian culture and language. There are students' activity books, story books and teachers' guide book. These books will be distributed to elementary schools in post conflict areas, such as Nanggroe Aceh Darussalam and West Kalimantan and areas of concern, such as Banten.
Nanggroe Aceh Darussalam is a special territory ( daerah istimewa ) of Indonesia , located on the northern tip of the island of Sumatra . Relative to most of Indonesia , it is a religiously conservative area. Aceh was the closest point of land to the epicenter of the massive 2004 Indian Ocean earthquake , which triggered a tsunami that devastated much of the western coast of the region, including part of the capital of Banda Aceh . Almost 200,000 Indonesians, the overwhelming majority in Aceh, were killed or missing and 500,000 were made homeless. This event helped trigger the peace agreement between the government of Indonesia and the Free Aceh Movement (GAM), mediated by former Finnish president Martti Ahtisaari , with the signing of a MoU on August 15 , 2005. With the assistance of the European Union through the Aceh monitoring mission as of December 2005 , the peace has held.
West Kalimantan is one of four Indonesian provinces in Kalimantan , the Indonesian part of the island of Borneo . Its capital city Pontianak is located right on the Equator line. Major ethnic groups include the Dayak , Malay , and Chinese , which make up about 90% of the total population. The rest are Javanese , Bugis , Madurese , and other ethnicities. There was a serious outbreak of communal violence in the province between indigenous Dayak and Madurese settlers in late 1996 and early 1997, resulting in hundreds of people killed and tens of thousands of Madurese were forced to flee the island.
Banten is located at the far western end of the island of Java . Today, the area of historic Sultanate of Banten is a province. The province was established on 17 October 2000 through the Bill No. 23/2000. Banten, though adjacent to Jakarta has suffered through both deeply ingrained rural poverty and edge urban modernization and industrial difficulties. Although well-known for its modernist, conservative and tolerant practice of Islam, Banten has endured historical incidence of radicalism since the founding of the republic up to the Bali bombings.
Three university lecturers from each province together with a lecturer from Jakarta State University and two members of LP Ma'arif, Nahlatul Ulama (NU) Educational Wing have joined the five days training of trainer for Dasar-Dasar Demokrasi at Cemara Hotel , Jakarta . As a result of this training, participants are able to explain the rationale, organization, content, and instructional methodology of the Dasar-Dasar Demokrasi materials. They are able to analyze individual lessons in the Authority, Justice, and Responsibility materials. They know how to apply the concepts and instructional strategies to the reality of classroom instruction. Moreover, they have sufficient knowledge and skills on planning and implementing training sessions using Dasar-Dasar Demokrasi materials in their region.
